林委員並邀請張院長4月22日世界地球日當天，身體力行響應吃素救地球！張院長答詢時表示，讚同林委員對於吃素可以減緩地球暖化的觀點，只要可以為地球盡一份心力的方法他都會去執行，環保署長陳重信亦承諾，環保署將會把「吃素抗暖化」運動於4月22日世界地球日當天推展，讓民眾了解每一個人都可以為地球盡一份心力！
林鴻池委員表示，「地球暖化」是一個超越國界、種族、黨派和意識形態的課題，是全球遭遇的難題，也是人類共同面對的困境。從19世紀後期100年間，全球平均溫度上升了0.6度，科學家估計，如果以目前地球暖化的速度計算，2100年地球溫度將會上升1至3度，並造成五分之ㄧ至三分之ㄧ的物種瀕臨滅絕。
地球暖化的現象可以從全球85％的冰河逐漸消退溶化的事實看出來，美國航太總署表示，北極洋冰層預定會在50至100年內全部融化，出現無冰現象，屆時北極熊等生物將會絕種；而南極洲的冰層從2002年開始溶化速度已經明顯增快，預估下個世紀，將會因為冰層溶化，造成海平面上升5.5至6公尺，北京、上海等沿海城市會被海水淹沒，6千萬以上人口將被迫撤離。如果地球暖化的狀況未受控制，南北冰河全部融化之後，將造成海平面上升60公尺以上，全球許多沿海城市或島嶼國家將會被海水淹沒。 反觀台灣的狀況，人口數僅佔全球0.35％，但是根據2006年環保署的統計資料顯示，台灣的二氧化碳排放總量卻佔了全球的0.96％，是全球排名的第22位，亞洲國家第9名。又台灣自1998年以後，二氧化碳排放總量迅速攀升，預估至2020年二氧化碳排放總量，將成長約3.81倍，與京都議定書規劃的減量目標背道而馳。
林鴻池委員沉痛地指出，台灣過去100年來平均上升溫度高達0.98~1.43度，比地球平均上升溫度0.6度還要高出許多，預計對於台灣沿海珊瑚礁…等物種將會產生瀕種的危險，並影響整個生物鏈。另外，台灣有70多個小島，預估2050年台灣陸地將會向後倒退1公里，屆時臨海的鄉村及城市，例如台中港、蘇澳港、淡水…等等，恐怕居民都需要撤往內陸、高地。 林鴻池委員嚴正地質詢張俊雄院長，面對地球暖化，以及身為地球村的一員，台灣絕對沒有辦法在地球日漸暖化這種狀況下茍免倖存，但是政府到底做了什麼？其實除了推廣民眾騎腳踏車（國際無車日）、少開車、多運動，並鼓勵民眾換裝電動車、液態瓦斯車，以減少石油能源的耗費，宣導夏日節能，少開冷氣以外，政府是否有近一步推行日光節約運動，也就是提早上班1小時，每日節約能源1個小時，來達到更有效的節能效果。
另外，對抗地球暖化，其實個人扮演著很重要的角色。人的飲食可以拯救地球，也可以毀滅地球，誠如英國物理學家艾倫.卡佛特在「解決京都議題的根本之道」（2007.07物理世界期刊）文章中，提出解決全球暖化的根本之道，就是停止葷食!2007年諾貝爾和平獎得主、聯合國氣候變遷科學研究小組主席帕卓里指出，不吃肉、騎腳踏車、少消費，就可以協助遏止地球暖化。 林鴻池委員表示，畜產業是地球暖化的最大元凶，製造了全球近五分之ㄧ的溫室氣體，超過世界上所有的車、卡車、船、飛機、火車..等等海陸空交通運輸工具。所以，為什麼吃素可以減緩地球暖化，原因就在於，「生產肉食」等於「生產溫室氣體」。1公斤的牛肉從飼養到消費者買回家的過程，大約製造36.4公斤的二氧化碳，相當於開車出門3個小時加上家中燈火通明所排放的二氧化碳的量。另外，每頭牛一年所排出的二氧化碳是一輛汽車在中山高跑了242趟的排放量。而牛群的腸氣和排泄物會產出100多種污染氣體，其中氨和甲烷造成地球暖化的速度是二氧化碳的20倍，牛群所產生氨的排放量就佔全球總量的三分之二、甲烷佔三分之一。 「生產肉食」也等於「減少森林面積」，全世界種的玉米、大豆大部份成為動物的飼料，但是全世界有八億人口捱餓或營養不良。因為生產1磅的肉需要5磅的穀物、生產1磅的牛肉需要12磅的穀物。砍伐森林是為了開發土地成為農地給養牛的業者生產牛肉，這使得森林大量被砍伐，造成二氧化碳濃度上升、無法調節氣候、預防水災和土壤流失，也使原始熱帶雨林從13萬平方英里消失到只剩下8萬平方英里，預計40年內會完全消失，也由於熱帶雨林的逐漸消失更會加速地球的暖化，形成一種惡性循環。 「生產肉食」也等於「消耗地球能源」。生產1磅的肉需要 2500加侖的水，相當於一個家庭一個月的用水量；種植穀類、蔬菜和水果所需要能源僅僅是飼養牲畜所需要的能源的3％。
基於「生產肉食」等於「生產溫室氣體」、「生產肉食」等於「減少森林面積」、「生產肉食」等於「消耗地球能源」，那麼政府如何推動「素食護地球」行動？林鴻池委員要求政府政策，將素食產業納入促產條例中新興的產業範圍，並可以獲得投資抵免或5年免稅的優惠。另外，應由政府帶頭，宣導、鼓勵並響應「吃素護地球」、「吃素抗暖化」、「少吃肉，為地球降溫」運動，從個人做起，人人都可以為地球盡一份心力！
